Hebrew list file (case 22080)

Hi,
I made a list file (TXT) of words in Hebrew (with the ~ sign of curse) from which the DirectRT should pick a random word and present it. Unfortunately there seems to be an encoding problem and all the words are being presented in gibberish.
When I write Hebrew directly in the CSV file I have no problem. Is there a way to solve the list problem?
