Direct RT won't install (case 29381)

I am trying to download Direct RTv2016 on my Windows 10 laptop and keep getting this error. I previously had no trouble downloading it onto our desktop machine. "MDAC 2.5 Sp3 cannot be installed on this machine." What do I need to do to get this download going?2364

Please describe how you did the installation of the software. Did you use the default method and settings of the software installation?
